## Article

Most people think the cost is “a fine.” That’s not even the top three.

The real costs stack up like this

1) Human cost

Fire and explosion events can cause life-changing injury or death. DSEAR exists because these risks are not hypothetical.

2) Operational downtime

A serious event can stop production for weeks or months:

- damaged plant
- investigations
- re-validation
- insurer requirements
- enforcement restrictions

3) Enforcement action and legal exposure

HSE enforcement notices show patterns: failures to control ignition risks, poor separation, inadequate controls, poor inspection regimes.

4) Insurance and commercial impact

Insurers often ask for evidence of risk assessment and control. If your DSEAR is missing or weak, coverage and premiums can be affected, and claim scrutiny increases after incidents.

5) Reputation and leadership credibility

One serious event can permanently damage trust in operations leadership, especially when preventable controls were known.

The “invisible” cost: false reassurance

The worst position is thinking you’re safe when you’re not. Competitors cut corners by:

- missing dust hazards in “clean looking” areas
- ignoring foreseeable abnormal operations
- zoning without linking to equipment and maintenance
- writing vague actions that never change risk

What value looks like instead

A good DSEAR:

- identifies where your real exposure is
- prioritises actions that reduce serious harm risk
- keeps paperwork lean so controls actually get implemented

If you want to understand your risk without committing to a full project, we can scope the highest risk areas first and build a staged plan.
