DSEAR does not give a simple “every X years” rule. The requirement is to keep the risk assessment and controls effective, and review when changes matter. HSE guidance on risk assessment review generally points to reviewing controls and updating as the business changes.
The operational reality
Relying on the calendar alone is how sites drift into serious risk.
A sensible model for most operations is:
- Annual internal review: confirm substances, processes, controls, and actions are still valid
- Formal re-assessment cadence: based on risk and change, often every few years for stable operations
- Immediate review after triggers: any meaningful change or incident
(You will see varying “industry recommendations” online, but your strongest position is always a change-led review with evidence of ongoing control.)
Review triggers that should prompt action now
- New product, ingredient, solvent, or packaging
- Change to throughput, dustiness, or transfer methods
- New plant, new extraction, new conveyor, new filters
- Building modifications affecting ventilation or segregation
- Any fire, flash, explosion, near miss, overheating, or “strange smell” event
- New FLT routes or vehicle charging areas
- Expansion into new warehousing, new racking layouts, mezzanines
The big miss in food and milling
As sites scale, housekeeping and dust control get strained. A DSEAR that was “fine” at 15,000 tonnes can become wrong at 40,000 tonnes because release points, maintenance burden, and human factors change.
What a DSEAR review should produce
- Confirmed substance inventory and process map
- Revalidated hazardous scenarios and ignition sources
- Updated zoning (only if needed)
- Updated action plan and control verification rules
